What happens

Homer Simpson, in a white shirt, stands on the left beside Marge, who has a tall blue beehive and a green dress with pearls, as a bald, thin Mr. Burns in glasses and a white lab coat stands facing Homer at right, with a bald man with a moustache also in a white coat at far right. Behind them a sign on the wall reads "PLEASE DO NOT THROW FOOD" and a man with spiky dark hair and glasses is in the background. Mr. Burns leans in close to Homer, who looks worried, and then the scene cuts to a framed certificate held up by Homer's hand, reading "This Certifies Homer J. Simpson NOT INSANE" with signatures at the bottom.
