What happens

An elderly man with a white beard and a military-style cap stands beside a man in a matching cap and red tie and a woman with bright orange curly hair, all looking to the right as the old man smiles and then turns his eyes sideways. Lisa, with spiky hair and a pearl necklace, stands behind a wooden podium reading a sheet of paper under a red-lettered banner reading 'ONAL FIN', grimacing, then glancing to the side with a faint smile. Homer, in a white shirt, looks sideways with a wary, bored expression, while a man with lilac hair in a brown jacket appears at the left edge and a woman with a pink hairdo and red lips peers in at the right beside a green wall and a glimpse of an 'OFFICE' sign.
