What happens

Sideshow Bob, with his huge mane of spiky red hair and blue uniform with gold epaulettes, stands at the railing of a white boat at night, then leans on the rail with his arms spread and his face sour, while Bart, in a green turtleneck, grimaces with his eyes squeezed shut in a separate scene. Chief Wiggum, the heavy one in a purple bathrobe and police cap, joins two other officers in bathrobes who aim pistols from the grass beside a white police car with a flashing blue light, while Bob watches from the boat's railing at the lower right. The boat sits on a lake with cattails in the foreground and pine trees under a starry, purple-and-orange sky.
