Chief Wiggum stands at a courtroom witness stand microphone, with Mr. Burns and Carl, a Black man in a turtleneck, in the gallery behind him

What happens

Chief Wiggum, the fat police chief in a blue uniform and cap, stands at a courtroom witness stand microphone, with Mr. Burns, the frail, stooped man with a hooked nose, and Carl, a Black man in a turtleneck, in the gallery behind him. Wiggum first stands with a serious look, then turns his head and bursts into a wide grin while Burns and Carl laugh, and then Selma, with grey-violet hair and an orange necklace, steps up to the stand, folds her arms and frowns while Burns and Carl watch. Other courtroom spectators sit in the wooden gallery behind the rail, and a microphone stand and dark wooden witness desk are in the foreground.
