What happens

Two men in dark suits sit at a table in a wood-paneled room, with a framed portrait on the wall; the one on the left, with blue hair and a red tie, holds a clipboard while the dark-haired man beside him sits still. At the table, Homer sits with a box of cigars before him as a dark-haired man in a white shirt bends over it on the left, with Marge, Maggie, Lisa and Bart seated on the right. Across the sequence the man in the white shirt leans over the table, moves his hand toward the cigar box and then taps and gestures toward Homer, while the Simpsons remain seated and Bart leans on the table on the far right.
