What happens

Principal Skinner, in a suit with neat grey hair, and a bald, heavy man with a moustache in blue overalls stand beside a wooden table at a construction site marked by a 'FUTURE SITE OF CHILDREN'S HOSPITAL' sign, where Skinner holds a blueprint and the man holds a basketball. Skinner rolls up the plans and gestures while the man looks at the ball, with a truck and unfinished concrete buildings behind them. The view then moves to an auditorium where Homer, seen from behind in his white shirt, watches a thin, stooped Mr. Burns in a white lab coat gesture at a proton accelerator machine on the stage.
