Bart and Milhouse are outside the Noiseland Arcade, with Milhouse seated on the curb while Bart walks and then stands near him

What happens

Bart, in an orange shirt and blue shorts, and Milhouse, with blue hair, glasses, a pink shirt and red pants, are outside the Noiseland Arcade, with Milhouse seated on the curb while Bart walks and then stands near him. An elderly bearded man in a brown hat and long coat, who is not one of the regulars, strolls up, gestures with one hand, then grips his lapels with a grin before turning a sheepish, downcast look toward the boys. A green bottle sits on the sidewalk, and white credit text reading 'Supervising Producers BILL OAKLEY & JOSH WEINSTEIN' appears over the early part of the scene.
