What happens

A man with a large afro, white lab coat, stethoscope and purple tie stands in a laboratory with glassware and a rack of test tubes, first holding up a test tube and then checking a tube of dark liquid while two identical baby Barts lie side by side on a wheeled cart nearby. He turns to the babies, holding the tube, and then stands before a green tiled wall holding up two forms with capitalized headings and signature lines. Glass flasks, a pressure gauge and a wall outlet are visible in the lab.
