What happens

Chief Wiggum, the fat police chief in a blue uniform and cap, stands in the foreground outdoors in front of pine trees and a blue sky with clouds, with a curly-haired man in a green vest and a Black police officer with a mustache behind him. Wiggum's expression shifts from a blank stare to speaking with his mouth open, then to a toothy grin, then to a narrow-eyed, skeptical look, while the officer behind him smiles and talks and the man in the vest stays still with half-lidded eyes. Their badges, the handcuffs on the officer's belt and the red-tipped pen in Wiggum's pocket are visible, and no on-screen text appears.
