What happens

Chief Wiggum, the fat police chief in uniform, stands in the street at night in front of a green sound truck while a driver with a white cap sits in its cab. Later, Wiggum sits at the wheel of the truck and then points at its control panel with its gauges, switches and sliders. Outside a blue building, a small figure wearing a red shirt looks out from a window. Next, a row of police officers stands near a pair of large horn speakers on a green camouflage-patterned platform, with a police car and a van behind them and a passenger inside the van. Last, a boy with spiky hair in a red shirt, who looks like Bart, sits in a window of the blue schoolhouse, with a sign reading partly 'OLD ... OOL' at the left edge and people in the street below.
