What happens

A bald, heavyset man in a blue suit and red tie speaks into a red megaphone while standing on green grass beside a white van, then scowls and keeps talking. The scene then shifts to Principal Skinner, neat grey-haired and in a blue suit and pink tie, speaking through a megaphone and pointing from a purple-walled platform under orange clouds. Bart, in an orange shirt, stands at the rail beside him while Mrs. Krabappel, with her tall brown hairdo and green cardigan, stands with her arms crossed and watches.
