What happens

Bart Simpson, the spiky-haired boy in an orange shirt, sits slumped in a big worn-out red armchair behind a desk in a dusty, cluttered office, with a sign reading "PRESIDENT BART SIMPSON" on the door and loose papers scattered on the red floorboards. He then turns in the chair to face the window, looking out at Milhouse, the boy with blue hair and glasses, who stands on the sidewalk outside a green factory with a gate and broken windows. Milhouse, in a pink shirt and red shorts, looks up toward the building as the scene ends, with a leaf-strewn sidewalk and a black iron gate visible.
