What happens

Ned Flanders, with a moustache, glasses and green sweater, stands outside a window and looks in at Homer, who is bald and wears a white shirt, sitting at a table in a pink room with a framed seascape picture and an orange lamp. Ned raises a fist, then pushes the window up and leans in while Homer looks at him, and Homer's mouth emits pink puffs as he speaks. Ned keeps talking from the window, then leans out and points off to the side, with a wooden fence and a sunny yard visible behind him.
