What happens

Chief Wiggum, the fat police chief in his cap, lies in bed reading a green copy of Yertle the Turtle, grinning and then scowling at the page, while a small television sits on a purple nightstand beside him. On the TV screen, Lisa, the girl with star-shaped spiky hair, sits at a wooden table in front of a blue curtain, wearing a pearl necklace and an orange skirt, and talks while gesturing with her hands, grimacing, slumping with her eyes half closed, and then gesturing again as she speaks.
