Homer stands alone in heavy rain at night, grimacing and then looking off to the side

What happens

Homer, in a blue cap and brown coat, stands alone in heavy rain at night, grimacing and then looking off to the side. Bart, in a red hooded jacket with spiky hair, then stands facing him against a purple brick wall, hands on his hips, gesturing and pointing while Homer listens with a frown. Homer returns to the rain alone, one hand on his cheek before folding his arms and glaring, with a blue mailbox-like object visible at the edge of the scene.
