What happens

Three bird characters in black judges' robes with purple collars stand behind a wooden bench against a green and olive background, with a vulture with a pink head on the left, a bald eagle in the middle, and a toucan with a huge orange and blue beak on the right. The vulture raises a blue wing and gestures toward the eagle while the eagle sours its expression and turns its head aside, then shifts and scratches its shoulder with a wing as it looks upward. The toucan opens its beak wide to show its teeth, then spreads its blue wings and leans forward, gripping the bench rail.
