What happens

Chief Wiggum, the heavy police chief in a blue uniform and cap, and a zookeeper in a grey safari hat and khaki shirt with reddish hair appear at the gate of the Wild Animal Kingdom, under an arched sign reading "Born Free, Then Caged." A herd of grey rhinos runs out through the open gates while a red truck pulls up on the right, and the keeper tugs at the gate as Wiggum latches it shut with a hook. Afterward the keeper grips the chain-link fence, gestures and talks anxiously, then rubs the back of his neck while the rhinos mill about in the enclosure behind the wire.
