What happens

Chief Wiggum, the fat police chief in a blue uniform and cap, stands holding a pink plate with a slice of cake topped with a cherry and a fork, while a boy with spiky hair in a green jacket and orange tie, Bart, stands beside him at a party hall with pink-draped tables and garlands behind them. Wiggum first stands with a sly, smug expression, then opens his mouth wide and gestures with one hand toward Bart's head, and in the final moments he lifts his fork toward a bite of cake while Bart looks on with wide, uneasy eyes. Nothing is written on screen.
