What happens

Bart, the spiky-haired boy in an orange shirt and blue shorts, stands in a room with an empty green chair at right while a man with curly reddish-brown hair, a grey sweater and brown trousers kneels before him. The kneeling man, who is not one of the regulars (he is not Homer, Herb, or any other listed character), grips Bart's shoulder with one hand and gestures with the other, talking animatedly, then raises his hand in an open wave and scrunches his face in a grin before settling back to speak again. Across the scene his expression shifts from a sly, sidelong look to a clenched-teeth grin and back, while Bart keeps staring up at him with wide eyes.
