What happens

Ned Flanders, wearing a campaign hat, moustache, glasses and a grey-green scout uniform with a red neckerchief, stands before a chalkboard in a classroom and hands a rubber knife to a boy. Bart Simpson, in a scout uniform and red neckerchief, watches as a group of scouts sit around them. A sign reading "BE A JUNIOR CAMPER" and a flag stand nearby, and a green sign "BE A JUNIOR CAMPER" appears with the chalkboard behind. Flanders reaches out, then gestures with the knife, his mouth open as he speaks, while Bart looks on in surprise.
