What happens

Chief Wiggum, the fat police chief in a blue uniform, kneels on a courtroom floor offering a white cloth to a black-and-tan police dog, while a mustached officer stands at right beside an American flag and a podium with a microphone. The dog suddenly lunges and clamps onto Wiggum, who topples backward and sprawls across the floor as the dog holds his leg, with a bald man (likely Homer) lying near the bottom edge. Afterward the dog hangs on as Wiggum lies helpless, and a crowd of reporters in headsets with recording gear and studio lights look on as the room stays still.
