What happens

Homer, in a white shirt and blue pants, stands with Troy McClure, who has swept-back reddish hair, a brown jacket and a pink shirt, in a dim industrial chamber of girders and blue railings. Mr. Burns, frail with a hooked nose and grey hair at the sides, lies under a black cloth in the foreground while Troy grips Homer's arm and leans in close as Homer stares wide-eyed. Uniformed guards in blue caps carrying rifles flank them, and in the last moment Troy holds Homer's arm while the guards stand watch.
