Chief Wiggum stands with two other uniformed officers in a blue-walled hallway beside a smoking, sparking cardboard box on the floor

What happens

Chief Wiggum, a heavyset police chief in a cap, stands with two other uniformed officers in a blue-walled hallway beside a smoking, sparking cardboard box on the floor. Homer, in an orange robe with a green sash, appears at the top of the stairs, then kneels over the box, staring at it while the officers look on. A hand in a blue sleeve then pushes a white paper marked NOTICE into the doorway, and Homer jerks his head around in alarm, with charred cardboard scraps and a potted blue plant nearby.
