Chief Wiggum stands outside a brick building with a metal door while a second officer walks through the doorway behind him

What happens

Chief Wiggum, the fat police chief, stands outside a brick building with a metal door while a second officer walks through the doorway behind him. Wiggum then holds a thin, stubbled man with swept-back dark hair in a brown jacket and blue shirt by the arm, and the two talk in the same spot. Finally, Homer stands beside a green dumpster in an alley as Wiggum and another officer wrestle a man on the ground in front of a police car with a blue and red light bar.
