What happens

A man with blue hair, a green jacket and red tie, with a long pointed nose, sits at a mixing console with a cigar resting on it, smiling, touching his nose, and gesturing with a pointing finger while talking. The scene then shifts to a studio where a ginger-haired man in a white suit and red tie stands in a spotlight at a microphone, holding a sheet of paper, while a row of onlookers in the background includes Homer, bald with stubble and a white shirt, and Bart, with spiky hair and an orange shirt. The seated man watches from the foreground, his back to the camera.
