What happens

Marge, with her tall blue beehive and red bead necklace, stands on a wooden platform while Homer lies sprawled at her feet, and two uniformed police officers, one of them the heavyset Chief Wiggum, stand nearby with a neatly dressed man in a purple suit at the right edge. A man in a brown fedora and brown suit steps forward, first pointing his finger toward Marge and then clenching his fist and gesturing while officers look on, as a crowd watches from below the platform. Behind them a partly visible sign reads "...US" in front of a building, and a large wooden barrel hangs above.
