What happens

Homer is bent over and held down by two police officers on a wooden platform in a town square, with Marge, with her tall blue beehive, standing nearby. A stooped old man in a bow tie, suspenders and a flat cap unrolls a long parchment scroll and reads from it, pointing with his finger, while a crowd watches from below. Pink and yellow storefronts, a GAS sign, a statue and a wooden pillory-like frame with a barrel on top make up the background.
