What happens

A stout man in a white suit and wide-brimmed white hat, who is not a regular, hurries down a narrow alley past a green dumpster, then runs through a cemetery of mausoleums and tombs while Chief Wiggum, in his blue uniform and police cap, follows behind. The chase moves on to a waterfront dock, where the suited man hurries along the planks carrying a bundle, passing a worker in blue loading a boat and a thin elderly man in a red coat and dark glasses standing aboard another boat. In the last moment the suited man leaps from the dock onto that boat, a large paddle wheel and a tree-lined river behind him, and a wooden sign with lettering shows at the top of the frame.
