What happens

A slim man with spiky black hair, blue sunglasses and a white jacket stands at the left in front of a wooden podium, gesturing with open hands, while an elderly man with grey hair at the sides, round glasses and a dark suit stands behind the podium under a blue and gold scales-of-justice emblem with flags on either side. The slim man turns and faces the older man, who spreads his arms wide, then the older man grips the podium, raises a fist, and gestures emphatically with both arms, eventually throwing his arms out wide and open-mouthed as he speaks. Notable objects include the blue and gold scales-of-justice seal, the flags, and the dark wooden lectern.
