What happens

Bart and Milhouse, with Milhouse holding a pink drink with a straw, watch from a roadside at night as an unnamed man in a dark jacket and jeans rides a small scooter down a highway past a green sign reading "CAPITOL CITY 30 miles," leaving a puff of smoke behind. The scene then fades to black before Kent Brockman, the grey-haired news anchor in a red jacket and blue tie, appears behind a desk holding papers, reading and looking up in a blue-walled studio.
