What happens

Mrs. Krabappel, a teacher with a tall brown hairdo and glasses, stands indoors holding a clipboard and tapping a pen at her chin beside a partly visible wall sign, then Bart, the spiky-haired boy in an orange shirt, is seen on an empty outdoor blacktop with a basketball hoop and jungle gym. A broad man with a bushy red beard and sideburns, wearing a maroon vest and tan shirt, turns toward Bart from the foreground holding a pencil-like object, and Bart walks across the court toward him and then stands still with his hands at his sides. The bearded man, now in red overalls and holding a rake, raises a hand to his face, and Bart stands before a chain-link fence with a pink house behind him before he walks off to the right.
