What happens

Mr. Burns, the frail, stooped old man with a hooked nose and grey hair at the sides, sits at the head of a long table in a dark suit with a purple sash and red tie, smoking a cigar and resting a hand on a stack of papers, while rows of uniformed men in brown caps with stars sit along the table in a globe-walled room. Before this, the scene opens on the Eiffel Tower above Paris gardens with fountains and the title text "Directed by MAD DOG KIRKLAND" in green letters, then cuts to a blue fenced compound where five armed guards in green uniforms and berets stand before a small guard booth. Later, the brown-uniformed men, with large chins and cigarettes, sit beneath red drapes and a cannon emblem, mouths open and talking, as the view moves along their row.
