What happens

Chief Wiggum, the fat police chief in a blue cap and uniform, stands in the foreground in front of a red backdrop, with Mr. Burns' thin, hook-nosed profile behind him, Smithers in glasses and a green jacket with a purple bow tie on the left, and a woman with a tall blue beehive on the right. Wiggum's eyes widen and his mouth opens and closes as he talks excitedly, pointing a finger, grinning, and then turning to a mild, sideways-looking expression before grinning again, while a man in a pink shirt peers over his shoulder from behind him.
