What happens

Homer, in his white captain's hat and white shirt, is in a police station with Chief Wiggum, a fat police chief in a blue cap, and a dark-skinned police officer, while several seated people on benches in the waiting room look on. Homer walks in through a doorway, waving one arm, and is then grabbed by the officers, who pin him over a dark desk as he yells and struggles. He ends up slumped across the desk with his arms stretched out, while Wiggum holds a baton and the officers' handcuffs hang from their belts.
