What happens

Troy McClure, in a light blue suit with swept-back reddish hair, stands holding a briefcase and stroking his chin before gesturing with one hand, while inmates in orange jumpsuits marked DETENTION crowd around him on a sandy lot under an orange sky. Later, Ned Flanders in a green sweater, with a moustache and glasses, clasps his hands and speaks as Carl in a white coat and Marge with her tall blue beehive look on. Chief Wiggum in his blue police uniform stands at the right as the group watches, and white chalk-like lines are drawn on the ground.
