What happens

Homer, bald with a white shirt and blue pants, and Chief Wiggum, the heavy police chief in uniform and cap, sit and stand among a heap of cardboard boxes and rolled green-patterned bedding under a blue sky and trees. Homer scratches his head, gestures, then holds a green-patterned cloth while Wiggum sits beside him, holding a similar cloth at one point. Afterward, a small yellow-skinned child with a brown bowl cut and a grey shirt tumbles down onto the pile, sprawled upside down with one arm raised and a grimacing face, as Homer and Wiggum look on.
