Homer holds up a large pink comb at a bar counter while Bart stares up at it

What happens

Homer, the bald, heavyset man in a white shirt, holds up a large pink comb at a bar counter while Bart, the spiky-haired boy in an orange shirt, stares up at it. Behind the counter, a thin man in a red cap and vest watches, and a grey-haired man in a red collar leans on the counter at the right. Homer talks and grins while gesturing with the comb, then his expression sours and he lowers his eyes, while Bart keeps staring up and the man in the cap folds his arms; a "RINGS for DOLLAR" sign, an orange "TOSS" banner and a teddy bear sit on the shelves behind them.
