What happens

Three black-and-white cartoon men stand in front of a gate with a banner reading "WELCOME USA$$$" while an Eiffel Tower-like tower rises over a city in the background. On the left, a mustached man in a top hat and vest gestures with his hand, in the middle a mustached officer in a peaked cap and sash stands with his arms at his sides, and on the right a mustached uniformed guard with a star-marked cap talks, gestures, and points, then touches his face and finally shakes hands with the mustached man on the left. Across the moment the trio stands in place by the gate while the wide city view with a long road and rows of buildings stays unchanged behind them.
