What happens

Bart Simpson, wearing a blue blazer and red tie and holding a microphone labeled KIDZ NEWZ, stands in front of a junk-filled lot and a row of purple corrugated sheet panels, speaking to the viewer and gesturing with one hand while his eyes shift and his mouth moves. Behind him a figure with bright red hair and a bushy moustache, dressed in blue overalls with a bandaged leg, pushes at the panels and then stretches out his arms in an angry pose as Bart looks toward him. The scene then cuts to Bart seen from behind against a heap of scrap cars and debris under a blue sky, after which he turns back to face the camera and gestures again while talking, with the KIDZ NEWZ microphone in hand.
