What happens

Lisa, Maggie, Bart and Marge sit or stand in the living room around the brown couch, with Maggie holding a black cat, while Marge holds a folded paper. The scene then cuts to the Springfield Town Hall exterior with its columns and sign. Homer, in a white shirt and green tie carrying a briefcase, walks past the door marked Homer Simpson, Sanitation Commissioner, where a row of white-uniformed sanitation workers in captain's caps stand waiting. One worker, holding a baseball bat, faces him and Homer then enters the office, walking to the desk stacked with papers while the men line up behind it.
