What happens

Homer Simpson, bald and heavyset in a white shirt and blue trousers, stands in an office beside a teal filing cabinet and a door with frosted glass reading 'RAY PATTERS' and 'SANITA[TION] COMMISS[ION]'. He first gapes with wide eyes, then claps his hands together, closes his eyes and turns his head aside, and finally gestures with an open hand while talking. Opposite him, a grey-haired man in a white shirt, blue tie and pocket protector, who is not one of the regulars, stands near an arched window, first glaring and pointing a finger, then pressing a hand to his chest and then shouting with his mouth wide open.
