What happens

Chief Wiggum, the fat police chief in uniform, stands on a wooden platform at night and speaks through a megaphone to a row of children: Milhouse with blue hair and glasses in a pink shirt, Lisa in her red dress, Bart in his orange shirt and blue shorts, a taller brown-haired boy in an orange shirt and overalls, and a boy with orange-red hair in a white shirt. Homer, bald and in a white shirt, walks in from the left and then stands beside Wiggum on a dark outdoor field under a purple sky with trees and a crowd behind them, arms folded and then gesturing angrily while Wiggum looks on. The scene then returns to the platform, where Bart waves his hands and talks while Lisa and the orange-haired boy look on, with a blue wooden wall behind them.
