What happens

Chief Wiggum, the fat police chief in uniform, stands on a dusky purple street holding a small white card while a wide-eyed figure in a purple beanie and black shirt stands beside him, and a woman with a tall reddish-brown hairdo and olive shirt waits nearby. Wiggum gestures and speaks with the card in each hand, then he turns to a figure in a blue shirt and red-and-blue vest with brown hair, who holds up a card, as a red flashing light glows behind them. Nelson, the bully in a vest, then stands on the sidewalk under a street lamp, holding a card, talking and grinning, before he doubles over laughing with his eyes shut, one hand on his stomach. Houses and trees line the quiet street behind them.
