What happens

Wiggum, the heavyset police chief in a blue uniform and cap, leans out of a car window at a sunset suburban street while Nelson, in an orange shirt and blue vest with a green skateboard, stands nearby and two unnamed teens, a woman with red hair in an olive top and black skirt and a man in a black shirt and purple beanie, wait on the sidewalk. Earlier, a red-haired man in a blue shirt runs with a potted plant past a purple door with a small red-haired child in a pink shirt, and a pale figure walks along the sidewalk past pastel houses, while a grey-haired woman and a man in a white shirt watch beside a Good Humor-style ice cream sign reading "AMERICAN ICE CREAM."
