What happens

Ned Flanders, Milhouse, Lisa, Maggie and Bart stand in a dim, shadowy room together, all wearing blue-tinted glasses, with Lisa and Bart at the right and Ned at the left. Chief Wiggum, the fat police chief in uniform with a blue-haired cap, appears first laughing wide-mouthed, then against a purple night sky and wooden fence beside a white police van with a mesh window, where he grimaces, rubs his face with one hand, and looks dismayed. Next, a lanky police officer with a green cap, Eddie, leans into a white car at night, holding a bright flashlight beam, then keeps leaning in with a small smile and a round mirror-like light in hand while the car's red taillight glows at the edge of the frame.
