What happens

Bart Simpson, with spiky hair, sits scowling in a white soapbox car at the start line of the Springfield Soap Box Derby while a brown-haired young man in a tan shirt leans in and blows smoke from a cigarette. Nearby, a man in a dark suit with a MAYOR sash stands at a microphone on a stage draped with red, white and blue bunting, flanked by bodyguards in sunglasses, and he grins and then scratches his cheek as a bespectacled man in a blue jacket looks on. Behind them a packed crowd watches, and a large banner reads SPRINGFIELD SOAP BOX DERBY START.
