What happens

Bart, in a white Team Homer shirt and blue shorts, stands between a helmeted kid in a white and red racing suit and Nelson, a brown-haired bully in a blue vest over an orange shirt, at a soapbox derby with a fence and banner behind them. Homer, in his white Team Homer tank top, leans over a wooden derby racer with partly legible lettering on its side, gripping Bart's head and shoulders as Bart looks anxious and then grimaces while Homer's eyes dart about. The scene then cuts to Nelson grinning and gripping the red steering wheel of the orange racer, with a bystander partly visible at the right edge.
