What happens

Chief Wiggum, the fat police chief, sits at a desk in the first two frames reading a pink book titled Springfield Law while Carl, a Black officer in uniform with a tie, stands beside him holding it open. In the lockers room that follows, several police officers in blue uniforms gather around a center officer who is laughing and spreading his arms, with some holding wads of cash as banknotes lie scattered on the floor. Wiggum then steps forward in the middle of the group, pointing and frowning, while the officers beside him look on, and a small orange squirrel lies on the floor at their feet. Lockers line the walls behind them, with a bench and a grey wall in the background.
