What happens

Homer, the bald heavy man in a white shirt, sits in the passenger seat while Chief Wiggum, the fat police chief in his blue uniform and cap, drives a car with both hands on the steering wheel. Inside the vehicle, Wiggum holds a blue object up in one hand, and his mouth opens and closes as he talks while his eyes shift and look sideways across the scene. Homer stares ahead with a worried, wide-eyed expression, and the view through the windshield shows blue sky with white clouds and the rearview mirror hanging at the top of the car interior.
