What happens

Homer, in a khaki safari outfit and pith helmet, stands on a grey street beside a dark-skinned man in a red fez and white uniform and a boy in an orange shirt and teal pants, while a man in a black skull shirt, purple beanie and blue jeans holds a spray can in front of purple graffiti reading "CARPE DIEM." Homer folds his arms, then later raises a small white notepad, as the beanie-wearing man talks with a nervous expression and a close-up shows his wide eyes and grimacing mouth. At the right edge, a man in a blue spiked helmet holds a black object, and a pointing hand enters from the left in the closeups.
